Packers tight end Jermichael Finley?s plan for the coming season is to stop fretting and start performing.

After a subpar contract year that resulted in a short-term deal that pays him well but defers a truly big payday until he shows more consistency, Finley isn?t thinking about the future.

Instead, he reiterates to Tyler Dunne of the Milwaukee Journal Sentinel Finley?s personal T-shirt slogan for the coming season: ?freestyling.?

?Just go out and let loose,? Finley explained. ?Don?t worry about anything.?

In the past, the worrying possibly has translated into untimely drops, as Finley may have at times obsessed over the connection between getting the job done and getting paid a lot of money to keep doing it.

If that?s what he had been doing, he won?t be doing it any more.

?It?s all about letting loose and just playing my game,? Finley said.? ?Go back to high school a little bit and have fun with it now.? Leave the NFL for what it is.

?Obviously, the NFL is paying us for what we do.? You have to take it for what it is, man.? I say, ?Go back and have fun like I was in high school.??

It also sounds like Finley, who has been relatively quiet in relation to his initial NFL years, is going to revert to his past loquaciousness.

?When you?re trying to switch yourself up for somebody else, you?re not living,? Finley said.? ?You?re not living your life.? You?re not comfortable in yourself.? Doing what I do, playing football, you have to be yourself.?

That could create some issues, if Finley is candid about things about which the team would prefer he not be candid.? But the team may have to accept that ? and they may be willing to do it ? if it means that Finley will be more productive on the field.

Finley also plans to spend three days in California after an upcoming minicamp working out with quarterback Aaron Rodgers, which should help address Finley?s concern that there was a lack of chemistry with Rodgers in 2011.

But if Finley ?freestyles? too much, either with his play or with his words, the chemistry with Rodgers could be affected in a different way.

Spain could ask for bank bailout this weekend

MADRID (AP) ? Spain could ask for a rescue of its troubled banks this weekend when European finance ministers hold an emergency conference call Saturday to discuss its hurting lending sector, a move that would turn the nation into the fourth from the 17-nation eurozone to seek outside help since the continent's financial crisis erupted two years ago.

The ministers will discuss a potential bailout for Spain as pressure mounted on the country to prop up the banks hurt by toxic assets after a property boom went bust.

A report from the International Monetary fund estimated Spanish banks need a recapitalization injection of at least ?40 billion ($50 billion) following a stress test it performed on the country's financial sector. That report came out early Saturday, three days ahead of schedule, underscoring the urgency of the situation.

Spain as of early Saturday afternoon had not asked for help, "but we want to prepare if the call comes," said Guy Schuller, a spokesman for Luxembourg Prime Minister Jean-Claude Juncker, who chairs the meetings of eurozone finance ministers. Spanish officials neither confirmed nor denied a request for a bailout was imminent

A phone call among senior officials Saturday morning meant to prepare the finance ministers' call ended without a formal request from Spain, an EU official said. He spoke on condition of anonymity because he was not authorized to release the information.

Spain's Development Minister, Ana Pastor, did not tell reporters Saturday whether the country would ask for a bailout but said: "What we're working on at the moment is the recapitalization of the financial entities that need it, nothing else."

Spain initially tried to get European leaders to directly fund aid to the banks so the government wouldn't have to ask for it and suffer the stigma of being lumped together with Greece, Ireland and Portugal as nations forced to ask for outside help.

But Germany, Europe's paymaster, dashed that idea. So Spain is trying for a "light" form of a bailout only for its banks under a measure approved by Europe last July. That allows the European Union to lend money for the purpose of recapitalizing banks in countries not already receiving bailouts.

The rules say the money has to be funneled through the government. But conditions attached to the bailout would not have to be as over-arching as those attached to bailouts of government finances.

"The Spanish government has to do what is necessary to support, strengthen and stabilize our financial system," said Maria Dolores Cospedal, leader of Prime Minister Mariano Rajoy's Popular Party.

News of the call came just one day after Spanish Deputy Prime Minister Soraya Saenz de Santamaria said the government would wait for the results of three reports, including the IMF one and two from independent auditors due no later than June 21, before acting. But pressure was mounting on Spain to take action.

In an interview published Saturday, the head of Germany's central bank, Jens Weidmann, called on Spain to tap Europe's bailout fund, the EFSF, to prop up its banks.

"If Spain is overwhelmed by the financing need, it should use the instruments created for that case," he was quoted as telling Germany's Welt am Sonntag paper. "The motto cannot be to avoid using the rescue fund at all costs."

Juncker has also said the situation is coming to a head.

"The solution will have to be found quickly," he told German public radio station Deutschlandradio.

Spain was hit Thursday with a downgrade of its credit rating to just two notches above junk by credit rating agency Fitch, which estimated Spanish banks may need as much as ?100 billion ($124.7 billion). Then on Friday, Moody's Investor Services warned it could downgrade Spain and other countries in the eurozone.

Moody's said Spain's banking problem is largely confined to that country and not likely to spill over to other eurozone nations, with the exception of Italy ? where the European Central Bank has already stepped in to buy government bonds as a way to help lower the country's borrowing costs.

Spain has been criticized for being too slow to set out a roadmap to resolve its problem. European business leaders and analysts have stressed that Spain must find a solution quickly so that it is not caught up in any market turmoil sparked by the Greek elections on June 17. There are concerns that anti-bailout left-wing party Syriza could become the largest party in the Greek parliament, putting the country's membership in the eurozone at risk.

But others said it's more important for Spain to correctly assess how to shore up its banking system than it is to hurry into a bailout ahead of the Greek elections. The audits that Spain's government is waiting for are crucial to determining precisely how much capital the nation's troubled banks need, said Mark Miller, an analyst with Capital Economics in London.

"Any notion of rushing, that would be very unwise, in fact I think it could make things much worse," he said. "I think it's important to get it right rather than simply say that there is a rather appealing idea of a one-week window of opportunity, relative to getting a solution ahead of Greek elections."

If Spain doesn't get a request for outside help right the first time, "then you are in second bailout territory," Miller said.

Working in Spain's favor is the fact that its public debt is actually quite low, at 68.5 percent of its gross domestic product at the end of 2011.

Its debt is predicted to hit 78 percent by the end of the year, but even that figure would be below the debt-to-GDP ratios of Europe's strongest economy, Germany.

But Spain's economy is in terrible condition. It is in its second recession in three years, unemployment is nearly 25 percent and there is little hope for improvement this year. Rajoy's government has imposed a wave of austerity measures since he took office in December that have raised taxes, made it cheaper to hire and fire workers and cut government funding for education and health care.

Investor doubts about a country's ability to maintain its debts can lead to higher borrowing costs, which in turn undermine the government's ability to finance itself. Greece, Ireland and Portugal have all fallen victim to such market doubts and were forced to take bailouts.

A Spanish bank bailout could also turn market focus to Italy, which has the second-highest debt load in the eurozone after Greece at some 120 percent of gross domestic product. Italy's budget is in better shape but its growth prospects have sagged and the willingness of Italian politicians to tackle the country's long-standing problems with choking bureaucracy, taxes and regulation remains in doubt.

Colleges expand lobbying presence in Washington

Duke University recently joined the lineup of higher education institutions boosting their presence in the nation?s capital.

The nation?s colleges and universities have steadily been increasing their spending in Washington, D.C., for more than a decade.

Viveca Novak, spokeswoman for the Center for Responsive Politics, said universities use lobbyists in order to protect funding for federal agencies providing grants.

?The fact that some schools are opening permanent offices in D.C. reflects that times are getting tighter,? Novak said. ?Federal money is more important than ever.?

?Universities have always lobbied the federal government, usually in connection with federal funds for research,? Novak said.

More than $107 million was spent on lobbying in 2011 ? which is nearly $40 million more than the amount spent 10 years ago.

According to the Center for Responsive Politics, the UNC system spent $473,554 on lobbying efforts in 2011. The system spent $210,000 in 1999, when it opened its permanent office federal relations office in Washington.

Duke spent $442,165 on lobbying in 2011 ? more than a twofold increase since 2001.

Duke?s new office, known as Duke in Washington, doubles as an office for lobbyists and an academic building where research takes place and courses are taught.

?We had a lot programs going on and wanted to consolidate resources,? said Chris Simmons, associate vice president of federal relations at Duke.

Simmons said the school?s lobbyists used to sublet office space in Washington but the new office will enhance Duke?s visibility on policy issues.

He said he does not expect the cost of lobbying to increase as a result of the new office.

?We?re going to have a big impact because of the physical presence,? he said.

UNC-system Vice President for Federal Relations Kimrey Rhinehardt said UNC has maintained a permanent presence in Washington since 1999.

Despite the costs associated with keeping an office, Rhinehardt said it is a very cost-effective allocation of resources.

?You are getting a return on your investment pretty easily,? she said.

?If you increase the amount of money going into the National Institute of Health or Department of Energy so our researchers have access to research dollars, then we have more than paid for ourselves.?

Rhinehardt said the system?s two biggest lobbying concerns are increasing financial aid for students and federal funding for research, although university lobbyists have argued on many other issues as well.

Simmons said Duke?s current lobbying efforts are focused partially on keeping interest rates on student loans low, promoting tax benefits for families and modifying immigration policies to make it easier for international students to come to the U.S.

He said he spends a lot of time lobbying for agencies such as the National Science Foundation ? which gives research grants to professors.

?My jobs is to make sure there is as much money as possible in research agency funding so they have money to give us,? he said.

Simmons said the increased lobbying efforts on issues pertaining to higher education will benefit students, and the price is well worth it.

?It?s not just about money,? he said. ?It?s about positive policies that support higher education and our students and faculty.?

Deadly Legionnaires' disease outbreak hits Scotland

NBC News partner ITV News reports on the outbreak of Legionnaires' disease in Scotland.

LONDON -- One man has died and 15 other people were listed in critical condition on Wednesday following an outbreak of Legionnaires' disease in Edinburgh, Scotland. Authorities believe the disease may have been spread by industrial cooling towers, potentially including some at a whisky distillery.

Public health officials?were investigating a further 15 suspected cases of the disease and say more cases could emerge in the coming days.

The victim was a man aged in his 50s, who had underlying health problems, while 13 men and two women aged between 33 and 74 were in critical condition, according to The Scotsman newspaper.

The source of the outbreak is still being investigated.

The disease is contracted by breathing in small droplets of contaminated water, and is often traced to artificial water systems such as air conditioning units or cooling towers.

All the cases so far are linked to the Gorgie, Saughton and Dalry areas in the south-west of the city. Britain?s Sky News reported that samples have been taken from 16 cooling towers at four industrial sites in those areas. However, it will be days before any firm link can be established.

Shortbread cookie link?
Sky News said one of the cooling towers being investigated was at a Scotch whisky plant while another?was a shortbread cookie factory. There is no evidence either site is linked to the outbreak.

The first case was identified on?May 28. Sky News said health officials believe infected droplets?may have been in the air on May 20 when thousands gathered to watch a victory parade by local soccer team Heart of Midlothian. The?club?won the Scottish Cup the previous day.

The disease is named after its first recognized outbreak, which occurred among people attending a state convention of the American Legion in Philadelphia in 1976. That remains the world?s deadliest case, with 34 victims, and was traced to a hotel air conditioning system cooling tower.

According to the World Health Organization website,?Legionnaires'?disease?is not contagious and can take up to two weeks to develop.

Symptoms include mild headaches and muscle pain, escalating to a high fever, persistent cough and sometimes vomiting, diarrhea and confusion.

It is treatable in the majority cases, but can be fatal in those with weakened immune systems or underlying health problems such as poor lungs.

'Very, very severe'
Professor Hugh Pennington, one of the world's leading bacteriology experts, told ITV News: ?Essentially it is a preventable disease. Industrial water cooling towers are quite a common source of the bug. The bug lives in warm, fresh water. Basically what should be done is disinfectant should be put in the water to basically stop the bug growing. Well, clearly that hasn't happened and the aerosol of water that comes out of these cooling towers contains the bug, people breathe it in and then they get Legionnaires' disease which is essentially a very, very severe pneumonia.

"It particularly affects people who already have weakened lungs through previous disease or immune-suppressed or elderly, so because it's aerosol it can spread on the wind and that's one of the reasons why it's quite difficult to track down a particular source."

Voice control comes to MOG's music streaming service with Ford SYNC AppLink

Good news for those who like music on-the-go, Ford had just added a new heavy hitter to its AppLink platform, and this time it comes from none other than MOG. The streaming service boasts a catalog of 15 million tracks, which is available to mobile devices for a monthly subscription fee of $9.99. With the Ford SYNC integration, users may access this vast library either through voice commands or in-dash controls, and as another nice touch, one's music queue will automatically resume from wherever they left off. Voice commands include "artist only" and "similar artists," along with "downloads" for situations when you aren't able to stream and "shuffle favorites." Finally, users may also create presets based on what's currently playing, simply by pressing and holding one of the in-dash preset buttons. Queen spends day at races as jubilee events begin

LONDON (AP) ? More than 1,000 boats were to sail down the Thames on Sunday for a flotilla tribute to Queen Elizabeth II's 60 years on the throne, in what organizers are calling the biggest gathering on the river for 350 years.

Despite cool, damp weather, hundreds of thousands of people are expected to line the riverbanks, feting the British monarch whose longevity has given her the status of the nation's favorite grandmother.

The four-day celebrations also include street parties and a Monday pop concert in front of Buckingham Palace featuring Elton John and Paul McCartney ? though not everyone in Britain will be celebrating. The anti-monarchist group Republic plans a riverbank protest as the flotilla goes by on Sunday, followed by a pub night where royal refuseniks can drown their sorrows.

The celebration kicked off Saturday with a royal day at the races, as the queen watched a horse with the courtly name of Camelot win the Epsom. Diamond Jubilee festivities officially began with a 41-gun salute fired by the King's Troop, Royal Horse Artillery at Horse Guards Parade in central London.

The 86-year-old monarch and her husband, Prince Philip, visited Epsom racecourse south of the capital for the Derby, one of the year's biggest horse-racing meetings. The queen waved to the 130,000-strong crowd as she was driven down the racecourse in a Bentley bearing the Royal Standard ? the car's sun roof kept shut under gray skies ? before settling down to watch the races from the royal box.

But many Britons embraced the jubilee spirit ? a tribute to a monarch whose popularity cuts across all ages, social classes and political affiliations.

In a jubilee gift from Britain's politicians, lawmakers from the three main parties have backed a motion calling for the tower housing Big Ben ? the beloved London bell that chimes the quarter hour ? to be renamed in the queen's honor.

More than half of legislators have signed a letter asking parliamentary authorities to consider renaming the east tower of the Houses of Parliament the Elizabeth Tower. It's currently called the Clock Tower.

While many Britons used the long weekend to relax ? and an estimated 2 million left the country on vacation ? writers and religious leaders used the occasion to reflect on how Britain has changed over the queen's reign, from a war-scarred imperial power to a middle-sized power with oversized cultural clout.

Archbishop of Canterbury Rowan Williams, spiritual head of the Anglican Church, expressed a widely held view when he said Britain had been lucky to have Elizabeth as monarch throughout a period of rapid change.

"It seems to me that what her importance has been for most people in this country has been as a sign of stability, a sign of some kind of security," Williams said in a jubilee video message.

Some have speculated that as she ages the queen might abdicate in favor of her 63-year-old son, Prince Charles ? or even her wildly popular grandson, Prince William.

Those who know her say that is unlikely.

"I think it's an absolutely absurd notion," former Prime Minister John Major told Sky News. "I have not a shadow of a doubt that given her health she will remain monarch for the rest of her life."
