Nothing like mixing a little politics with your personal finance to get the old blood flowing eh?? The Conservatives??2012 Canadian Federal budget,?and their overall vision for Canada came out on Wednesday, and I believe that there is a lot more to like than there is to dislike.? Unsurprisingly, the Tories are aiming to slay our national deficit just in time for an election in 2015.? I think this is a worthy goal, and the fact that we are on pace to accomplish it while maintaining the lowest debt-to-GDP ratio in the G8 bodes very well for us.? On a macro level (one that often gets lost in this 24-7 news NOW era) I believe this budget keeps Canada competitive on a global scale, while trimming expenses as gently as possible.? No doubt several people will disagree with that assessment (new NDP leader Thomas Mulclair foremost amongst them), but I believe this document is practical and precedent-setting in positive ways, even if I don?t agree with every aspect of its execution.

Here are some of the highlights and how they will likely affect the personal financial situations of Canadians:

1) OAS and GIS push back to 67 gets phased in after the blessed boomers get in under the bar.

If I didn?t generate enough controversy asking whether the Old Age Supplement (OAS) is a right, this one puts me over the top.? This policy is in line with developed nations everywhere.? It makes perfect sense in an age of increased life expectancies, and it puts the responsibility of saving for retirement back on the individual. ?Obviously this will affect the planning of many middle-aged people, but with plenty of notice, and a solid Canadian Pension Plan (CPP) foundation that can still be drawn on without change, I expect most people will notice it very little within a few years.? Personally, I would like to see CPP pushed back as well, with the OAS clawback more heavily enforced at lower income levels (people making 100K a year don?t need more government money), and a more assertive Government Income Supplement (GIS) to balance everything out, but that?s just me.

2) Changes to Employment Insurance (EI) make it harder to systemically abuse the system.

Again, I feel like this is a step in the right direction, but a program that needs a total overhaul. ?The big picture idea of labour mobility needs to be addressed.? EI is a great social program to be able to offer, but in order to guarantee it is sustainable for all Canadians to enjoy common sense modifications must take place.? To the average Canadian, this should mean very little other than if you rely on EI, you should consider trying to find a job if at all possible (even if that means moving). ?Incentives to get back to work by leaving more money in the pocket of the EI recipient have been introduced.

This is a personal finance lover?s dream.? Comparison shoppers know by now that there are definitely savings to be found in the large American market (for example, buying a Subaru).? As someone who has lived near the US border most of his life, I have experienced US shopping mania first hand.? The same-day exemption is set to rise from $50 to $200, and the 48-hour and 7-day exemptions will rise to $800 from $400 and $750 respectively.? If you have no moral qualms about supporting one nation?s economy over another, you can take huge advantage of lower prices, and lower tax rates.? Some states even have programs where you can apply to get your American taxes back.? Canadian retailers have long

?4) 19,200 Jobs, CBC funding cut, and the penny abolished!

It is no surprise to most that this budget included some light (relative to Europe and the USA anyway) austerity measures.? If you haven?t quite picked up on my bias yet, I?m a small government guy at heart, and I believe these are all good things!? The vast majority of those 19,200 federal jobs, are top-heavy bureaucratic positions that speak to the excesses that commonly follow the involvement of government.? I honestly believe that front-line service levels will hardly be touched.? The penny has become outdated, and we will wistfully wave goodbye to it. ?The penny costs more to produce than it has value! ?Finally, I am extremely glad to see the CBC?s funding cut.? Having a national television station made sense when many parts of Canada had no other option.? In today?s information-laden world, I think there are far greater priorities then a publically-owned TV station.? The effect on the wallets of individual citizens will be sustained tax levels, and a reduced debt burden on a younger generation that simply can?t afford it.

SPF: The jobs that are being cut have not yet been determined so I can?t see how labelling them as ?top heavy bureaucratic positions? can be justified. ?600 of these jobs are executive positions and the actual number of jobs being ?cut? is 12,000 with the remainder being jobs reduced via attrition. ?Regardless, the fears of 60,000 job cuts did not become reality.

5) A boost given to native education, innovation, and young person employment.

These are three great areas to invest in for the future.? I have already heard arguments that these commitments don?t go far enough, and I think there is probably some merit there.? Hopefully these areas will continued point of emphasis in a couple years when we tame the deficit.? Help to those parts of the population that need it most, and a sustained effort to improve the labour force (and opportunities for them) will help all Canadians going forward as we lessen reliance on social programs, and increase our tax base.

Final Thoughts

Just so I can say I?m not in the Tories? back pocket, I must say that this deficit has made it increasingly apparent that slashing the GST by two percentage points made little sense.? I understand why they did it (cheap political points), but taking 11 billion out of the revenue side of the equation was just much too high a sacrifice.? This is typical clash of rational economic theory versus consumer behaviour.? The GST is a consumption tax and makes sense on so many levels; however, it is also highly visible, and this makes it an easy populist target in political terms.? Just think, with the current cuts that the Harper Government has identified, if we had kept the 7% GST rate, we would be running a surplus in two years or so!? I will likely do a post on this in the immediate future, because I find it a fascinating case of hidden taxation versus visible taxation.? Also interesting to note the cut to armed forces funding after championing that very cause in this government?s first term in power.

The tragic shooting death of Trayvon Martin has led a number of prominent hip-hop artists to speak out. On last week's "RapFix Live," Nas, Bun B, Killer Mike and Prodigy all expressed their views on the Florida teen's death at the hands of neighborhood watchman George Zimmerman.

The discussion around Martin, who was wearing a hoodie when he was killed, has also led to protests, televised debates and songs dedicated to young Trayvon. The latest of such singles comes from Diddy signee Los. On Sunday night, the Bad Boy mogul tweeted the link to Los' "Wit My Hoodie On" and urged his followers to retweet it to the world.

The Baltimore MC begins the somber, violin-laced track saying, "I just came here tonight to celebrate the life of Trayvon Martin. Put your hoodie on." Los' track was released eight days after Plies dropped his dedication, "We Are Trayvon," in what seems to be a growing trend.

On "Wit My Hoodie On," Swagger Boy Los goes on to compare the Trayvon tragedy to his own troubles. He begins the first verse recalling the murder of his father 15 years ago and the effect it has had on his life. Toward the second half of the verse, Los brings it back full-circle, spitting, "I'm wrestling for this one shot/ Feeling like Trayvon on the lawn before the gunshot/ I ain't gettin' my up-to-no-good on/ They just wanna kill me, because I put my hood on."

The song's hook is an ode to the hoodie, a fashion staple and now a symbolic representation of Trayvon's gripping death. "I ride (with my hoodie on), I hustle (with my hoodie on)/ Damn right, I represent the struggle (with my hoodie on)."

Veteran news reporter Geraldo Rivera recently said that he believed "the hoodie is as much responsible for Trayvon Martin's death as George Zimmerman." But on Sunday night, Rivera apologized to Martin's parents when they appeared on his Fox News show. Trayvon's dad, Tracy Martin, accepted Rivera's apology and took a moment to clarify why his son was actually wearing the sweatshirt.

"Your apology is accepted," he said. "Let me just add one thing with the wearing of the hoodie. I don't think America knows that, in fact, at the time of the incident when he initially made the call, it was raining. So Trayvon had every right to have on his hood. He was protecting himself from the rain.

"So if being suspicious, walking in the rain with your hoodie on is a crime, then I guess the world is doing something wrong."

A robotic arm breaks off a chunk of mineral-rich rock deep underwater. Nautilus Minerals of Australia hopes to develop and expand undersea mining by extracting copper, gold, silver and zinc from the seafloor.

Filmmaker James Cameron recently reminded us of the wonders of the sea by diving solo in a submarine to the deepest spot in the ocean. Next year, if all goes as planned, a rather different expedition will take place 1,000 miles south of that dive: An Australian company will start mining for copper, gold, silver and zinc on the seafloor off the shore of Papua New Guinea.

People have thought about mining the seafloor's mineral wealth for many decades. But now, a combination of high metal prices and sophisticated technology is making that possible.

Samantha Smith, the vice president for corporate responsibility at the company, says it's an operation that involves remotely piloted vehicles prowling around a mile under the surface.

"You have two machines that cut, and they do different kinds of cuts," she says. These tools have large grinding wheels and other devices to break up the rock at the sea floor, which is similar in hardness to concrete. "And then you've got a third machine that goes along and effectively sucks the material up from the sea floor."

The material is drawn into a long pipe, similar to the kind used in deep-sea oil drilling. This riser pipe brings slurry to ships on the surface, and the mineral-rich material is hauled to shore. The mineral-rich wastewater that comes up the pipe is filtered and pumped back to the seafloor. That way, it won't harm tuna, which swim closer to the surface, and which commercial fishermen depend upon.

And if it seems like a hassle to do all this offshore, Smith says think of the alternative ? mining on land. "You've got to dig a big hole in the ground to get to the ore body. And you might even have to remove a mountain and then dig a big hole in the ground to the ore body," she says.

Mining the seafloor will require a suite of specialized tools to dig up and collect the mineral-rich ore. Two remotely controlled cutting tools will bite into the rock on the seafloor, which is about as hard as concrete.

One looks like a massive rototiller mounted on a hydraulic arm. This one will smooth the surface. A second machine, called a bulk cutter, will tear away at this smoothed surface with a large spiked drum. Both run on bulldozer-style treads.

"It's like cutting the grass," says Samantha Smith from Nautilus Minerals, the company planning this massive operation.

A third remotely machine will follow behind and slurp up the rubble that the two cutting machines generate. The rubble gets drawn up a mile-long "riser" pipe which will carry it to the sea surface. This technology was developed for offshore oil development.

The slurry ends up on a custom-built ship on the surface. That ship will separate the mineral-rich ore from the water, filter the water, and pump it back to the sea floor. Smith says fishermen worried that tuna would be harmed if that mineral-laced water was discharged at the surface. The company realized it could mitigate that risk by pumping the water all the way back down to the sea floor ? and it turns out that decision makes it easier to run the entire pumping system.

Offshore, you aren't forcing people off their land to dig mines, and you aren't contaminating rivers and streams.

"There's a potential environmental advantage, and really that's where the industry got a kick start," she says. Of course, the sharply rising value of metals like copper and gold has also made the big expense of this kind of operation worthwhile.

But the same natural hot springs that have deposited all that mineral wealth on the seafloor also support marine life like marine snails, says Cindy Van Dover, a marine biologist at Duke University.

"To a biologist, they're beautiful," she says. "They have symbiotic bacteria that live inside their gills, and those bacteria supply the food energy that drives the community of animals that lives there," she says. "So in an otherwise relatively depauperate deep sea, these habitats are generally pretty rich oases of life."

An Environmental Experiment

Van Dover is among the scientists that Nautilus Minerals has been consulting in its attempt to limit the environmental damage. She says you can think of mining as a very aggressive experiment: What happens when you carve away the natural chimneys made of these minerals and grind down the surrounding rock?

"We know these systems are often exposed to disturbances," she says. "The chimneys fall down and there are volcanic eruptions in some places. So the animals are adapted to re-colonizing new spaces fairly quickly, we think."

It's possible the marine life will be back in a year, she says. But that could prove to be far too optimistic. The company will leave some parts of the area undisturbed so animals there can potentially re-colonize the site after the 30-month mining period is over.

"I don't like the thought of messing up a pristine environment," Van Dover says. "I would rather see the deep sea stay un-impacted by human activities. But that's not a very rational view."

But George Woodwell, a scientist who founded the Woods Hole Research Center in Woods Hole, Mass., has a much more visceral reaction to destroying any deep-ocean hot spring.

"The organisms that have evolved to inhabit them are specially adapted to those places. And they are well worth examining, looking at them. They are one of the wonders of the Earth to be preserved, as far as I'm concerned," Woodwell says.

He argues it's time to stop degrading the Earth to sustain our consumptive lifestyles. "So I don't have any sympathy for the idea that we should be mining the seafloor in this late stage in the development of our industrial society. We've got to be more mature than that."

Smith, from Nautilus Minerals, says our hunger for metals keeps growing, so mining is bound to happen somewhere.

"What we're looking at here is more of a holistic view, that maybe going to the seafloor makes environmentally and socially a lot more sense," she says.

The mining activity is set to start toward the end of next year. And if it's successful, it could be the beginning of a whole new industry, operating far from public view and, so far, with very little in the way of international rules and regulations.

This apparently allows most of the heavy lifting to get done on Google's servers, where the maps are rendered to 8-bit form "in real-time." Better yet, it even supports voice search. Naturally, there's no word on a release date, but you can currently check out the "beta" by visiting Google Maps in your browser and selecting "Start Your Quest." That said, that company warns that "your system may not meet the minimum requirements for 8-bit computations" -- something tells us it'll still be less resource-intensive than Crysis, though. We've checked it out and found some goodies, including an alien at Area 51, so let us know what you come across during your journey in the comments.
